The civics proficiency is because his dad's a lawyer. The swim is being captain of the swim team. The disguise is because it's used to dress himself competently.
next level (4) would be another level of tough hero with intent to meet the pre-req's for daredevil at level 5 (you'd need two more ranks in concentration, one more rank in drive, and the endurance feat).
your L4 extra ability point could go into constitution (bringing it up to a nice 16/+3 in line w your other physical scores) or wisdom (to try and remove that -2, though i think it's better to buy out relevant skills and just let the negative sit for the rest.)
I would definitely start putting ranks into control shape, though that could be leveled by actually training his werewolf abilities in-game. Also all knights get a pistol so if he gets gun training ICly at the castle range, buy Personal Firearms Proficiency to remove the -4 on gun use. In addition, I'd focus on buying feats - without levelling - that have Power Attack as a pre-req (Cleave and Sunder are great) .
